The President's Proposed 2027 Budget and Its Impact

With Congress still fighting over this year's fiscal year (FY) 2026 budget, particularly regarding funding for Homeland Security and the resulting partial government shutdown, the president released his proposed FY 2027 budget on April 3.

Under the proposal, Defense and ICE/Homeland Security are up $1.5 trillion while civilian agencies are down another 10% — on top of the 22% cut for FY 2026.

There appear to be continued reductions to discretionary grants and programs at Education, the National Science Foundation, HUD, the Small Business Administration, the IRS, Justice, and EPA, eliminating programs relating to scientific and medical research, job training, climate change, refugees and migrants, housing, energy, and more.

Federal funding for financial assistance is generally a complex process. The current budget request is further complicated by Executive Orders, federal regulations, and disputes before the Supreme Court.

This presentation is for anyone who needs to understand and navigate the emerging impacts of changes to federal funding.

Norris has served as a federal reviewer for the U.S. Department of Education and the U.S. Department of Agriculture.

Program Knowledge Level Policy:

The sponsor assures that the program content and program level is appropriate for the intended participants. The knowledge level of the course must be specified so that participants can determine if the program is appropriate for their development needs. Knowledge levels consist of: basic, intermediate, advanced, overview and update. All programs must clearly identify prerequisite education, experience and advanced preparation. A course knowledge level of intermediate, advanced or update inherently has an education or experience prerequisite, which should be included in the program descriptive materials. If you are not able to attend for any reason, please notify us as soon as possible. Cancellations received 24 hours prior to the start time of the audio conference are fully refundable. After that, cancellations are subject to a $25 processing fee. If you prefer, you may substitute an upcoming audio conference for the one you originally registered for and avoid the $25 processing fee. All refunds resulting from cancellations will be issued within 72 hours.
